Raphael Pope-Sussman, features editor at the Gothamist, discusses the decision by a judge to reject what he considered an insufficient settlement between the New York Police Department and a group of Muslim-American advocates.
"The judge said that the police department had systemic inclination to disregard the guidelines," says Pope-Sussman, adding that the judge didn't think proposed changes to the Handschu Guidelines, which govern how the NYPD can monitor the public, weren't going enough to establish civilian oversight of the police department's surveillance operations.
